(a)Beginning on July 1, 2023, there is created a progress review board. The progress review board consists of:
(1)The commissioner of education;
(2)The chair of the state board of education;
(3)Two (2) members appointed by the speaker of the senate; and (4) Two (2) members appointed by the speaker of the house of representatives.
(b)Appointed members of the progress review board serve a term of two (2) years. If a member no longer meets the qualifications for the member's position on the board, then the member's position on the board is vacated.
(c)(1) The board shall set an LEA's minimum goal to increase the LEA's third grade student-performance level rating of "on track" or "mastered" on the English language arts (ELA) portion of the Tennessee comprehensive assessment program (TCAP
