(a)For purposes of this section, "bleeding control kit" means a first aid response kit that contains:
(1)One (1) tourniquet endorsed by the United States department of defense's committee on tactical combat casualty care;
(2)One (1) compression bandage;
(3)One (1) bleeding control bandage;
(4)Protective gloves;
(5)One (1) marker;
(6)Scissors; and (7) Instructional materials developed by:
(A)The United States department of homeland security, as part of the department's "Stop the Bleed" campaign; or (B) Bleeding control materials developed by the American College of Surgeons Committee on Trauma.
(b)Beginning with the 2021-2022 school year, each LEA may develop and implement a "Stop the Bleed" program in consultation with local law enforcement. The program may be implemented in each
