Text
(a)The commissioner shall issue a license to an applicant after determining:
(1)The applicant or the responsible officers of the applicant are of good moral character;
(2)The applicant or any responsible officer of the applicant has never been convicted of cruelty to animals or of a violation of this part;
(3)An inspection has been made of the premises and a finding that it conforms to this part and the rules and regulations of the commissioner, and is a suitable place in which to conduct the dealer's business; and (4) The dealer's business is to be conducted in a permanent structure or building.
(b)Each license shall be issued only for the premises and to the person or persons named in the application and shall not be transferable or assignable except with the written approval of the
