Text
This chapter shall not apply to:
(1)Any person applying for benefits who:
(A)Lacks the mental capacity to commit perjury under oath; and (B) Has not been judicially appointed a guardian or conservator;
(2)Legal services provided by a district public defender, court-appointed counsel, or other counsel for indigent services;
(3)Prenatal care administered by the department of health; or (4) The special supplemental food program for women, infants and children administered by the department of health.
