As used in this chapter, unless the context otherwise requires:

(1)"Commission" means the state building commission;
(2)"Improvement to real property" means:
(A)The construction or erection of new buildings or structures in which the state of Tennessee or any of its departments, institutions or agencies have an interest, whether financed by public or private funds or both;
(B)The major maintenance of any building or structure in which the state of Tennessee or any of its departments, institutions or agencies have an interest; or (C) The renovation of any building or structure in which the state of Tennessee or any of its departments, institutions or agencies have an interest;
(3)"Major maintenance" means the repair or renovation of a building or structure or a portion thereof in which
