As used in this part, unless the context requires otherwise:
(1)"District" means all governmental districts in the state, including, but not limited to, school districts, judicial districts, hospital districts, health districts, utility districts, fire districts, development districts, special districts, and other public districts; and (2) "Governmental entity" means:
(A)The state and each of its departments, agencies, divisions, boards, commissions, and other instrumentalities;
(B)Any political or governmental subdivision or other public entity within the boundaries of the state, including, but not limited to, counties, municipalities, districts, and towns and any department, agency, division, board, commission, and other instrumentalities thereof; and (C) Any governmental official, of
