If such contract provides for payments to be made extending over a period of more than one year from the date of making such contract, the board of directors shall submit such contract to the legal voters of such district at any general election, or at a special election called therefor, for the approval or disapproval of such contract. If a special election is called for such purpose the notice of election, conduct of such election, and canvass of the votes shall so far as practicable be the same as elections held for the purpose of voting upon the issuance of bonds. The ballots at such elections shall have printed thereon "For approval of contract for water supply" and "Against approval of contract for water supply."
