Except as otherwise provided in this section, a water development district's initial board of directors must be elected at the general election following the effective date of the district's establishment. If a general election is not scheduled to occur during the twelve month period after the district is established, the Board of Water and Natural Resources shall call a special election. The cost of a special election is the responsibility of the district. The initial directors are elected to staggered terms, until the January first following the first general election occurring at least twelve months after the initial election or the next succeeding general election respectively to represent areas of the water development district. Thereafter, the term of each director is four years.
