The department may promulgate rules in accordance with chapter 1-26 to establish and market a commemorative or souvenir license plate. The license plate shall be of a design that is clearly identified with South Dakota. The minimum fee for the license plate shall be ten dollars. The license plate may be used for commemorative or souvenir purposes and may be used on the public highways for general transportation purposes. For any license plate to be used for general transportation purposes, the person or group desiring such plate shall apply to the department, describing the purpose for the plate and the duration for which the plate would be valid.
