Text
Any person, other than a public official designated by this title to do so, who buys, sells, or deals in the license plates or decals provided by this chapter during the time such license plates or decals are valid, or deals with license plates or decals issued by a foreign state, or counterfeits any such license plate or decal or substitutes any marker, is guilty of a Class 1 misdemeanor. Any person, other than a public official designated by this title to do so, who transfers any registered license plate or decal from the motor vehicle to which it is registered to any other motor vehicle is guilty of a Class 1 misdemeanor.
