The department shall enter into contracts with one or more qualified ERT providers to integrate with the electronic title and registration system and other necessary, related state systems to provide software and programs to approved entities, the department, and county treasurers, to facilitate electronic vehicle registration, titling, and filing of lien statements. An ERT provider that contracts with the department under this section may act on behalf of the department and county treasurers in receiving, processing, and transmitting, to the county treasurer, title and lien applications, title lien statements, and related documents and fees. An ERT provider may charge the approved entity a fee for services provided under this section.
