Text

The lien imposed under §§ 32-24-14 and 32-24-15 does not apply to a vehicle that, at the time of the violation, is leased, loaned, or being used without the owner's permission. The lien is subordinate to a perfected security interest or lien registered on the title at the time of the violation.
