A commercial learner's permit holder is not eligible to take the skills test in the first fourteen days after initial issuance of the permit. A commercial learner's permit may only be issued with passenger, school bus, or tanker endorsements. No other commercial endorsement is allowed on a commercial learner's permit. A commercial learner's permit holder with a passenger (P) or school bus (S) endorsement shall have a restriction for no passengers (P) in a commercial motor vehicle. No commercial learner's permit holder may operate a commercial motor vehicle carrying passengers other than federal and state auditors and inspectors, test examiners, other trainees, and the commercial driver license holder accompanying the commercial learner's permit holder.
