Any billing for fees arising from licensing pursuant to the provisions of this chapter or the terms of an agreement authorized by this chapter and entered into with other jurisdictions shall be due and owed upon receipt. Any billing resulting from issuing temporary operating authority, not paid within thirty days of the billing will be assessed a penalty equal to ten percent of the fees owed or ten dollars whichever is greater. An applicant who fails to pay the fee within thirty days of the billing is also subject to an interest charge of one and one - half percent or five dollars whichever is greater for the first month and one and one - half percent per month or part thereof, thereafter.
