If any master or commander of a vessel shall carry off any of the pilots, he shall allow that pilot the daily rate specified under the provisions of Section 54-15-290 for each and every day during his absence and supply him with provisions and other necessities in the same manner as is usual for the maintenance and accommodation of masters of vessels. The master, as well as the owner, consignee, and security of the vessel, shall be liable for this sum. However, no pilot who is carried off shall be entitled to any of the sums if the vessel shall have laid to for the space of sixteen hours after having crossed the bar and no pilot boat shall have appeared at the time to receive the pilot on board.
