§ 5-57-11. Licensing authority — Rules and regulations.
The authority to promulgate rules and regulations that are reasonable, proper, and
            necessary to carry out the functions of the licensing authority; to enforce the provisions
            of this chapter; and to establish procedures for the preparation and processing of
            examinations, applications, license certificates, I.D. cards, renewals, appeals, hearings,
            and rulemaking proceedings shall be vested in the licensing authority.
