§ 5-4-22. Appropriations — Disbursements.
For the purpose of paying necessary expenses in carrying out the provisions of this
            chapter, the general assembly shall annually appropriate any sum that it deems necessary;
            and the state controller is directed to draw his or her orders upon the general treasurer
            for the payment of that sum, or so much of it as may periodically be required, upon
            receipt by him or her of proper vouchers approved by the director of labor and training.
