§ 5-20-5.1. "Journeyperson irrigatorâ€� defined.
"Journeyperson irrigator,â€� as used in this chapter, means a person who has performed
            all phases of a project under the supervision of a master irrigation licensee for
            a period of not less than one year. Journeypersons shall not be permitted to apply
            for an irrigation permit.
