§ 44-44-1. Purpose.
This chapter is enacted to provide funding for the litter reduction and recycling
            program, created pursuant to chapter 15.1 of title 37, and the hard-to-dispose material — control and recycling program, created pursuant
            to chapter 15.1 of title 37.
