§ 42-72-29. Appropriation for expenses.
The general assembly shall annually appropriate any sum or sums as it may deem necessary
            for the expenses of the department of children, youth and families in the conduct
            of its activities and in the implementation of the powers, duties, programs, and authorizations
            embodied in this chapter; and the state controller is hereby authorized and directed
            to draw his or her orders upon the general treasurer for the payment of a sum or sums
            or so much as may from time to time be required upon receipt by the controller of
            proper vouchers duly authenticated.
