§ 42-72-22. Reorganization within department.
Notwithstanding any other provisions of law, any division or unit or agency within
            the department of children, youth and families, however entitled or described, may
            at any time be reorganized, divided, consolidated, abolished, or otherwise reconstituted
            by the director, with the approval of the governor, as may be desirable for the proper
            administration and performance of the powers, functions, and duties assigned to the
            department.
