§ 42-7.4-12. Rules and regulations.
The secretary is authorized to make and promulgate rules, regulations, and procedures
            not inconsistent with state law and fiscal procedures as the secretary deems necessary
            for the proper administration of this healthcare services funding plan act and to
            carry out the provisions, policies, and purposes of this chapter including, but not
            limited to, data it must collect from insurers for the correct computation of the
            healthcare services funding contribution, collaboration with other state agencies
            for collecting necessary information, and the form of the return and the data that
            it must contain for the
