§ 42-7.2-15. Applicability.
Nothing in this chapter shall change, transfer, or interfere with, or limit or otherwise
            restrict the general assembly's sole authority to appropriate and re-appropriate fiscal
            resources to the departments; the statutory or regulatory duties of the directors
            of the departments, or the appointing authority for the employees of the departments
            vested in the directors under applicable general and public laws.
