§ 42-64.14-20. Construction.
This chapter is deemed necessary for the welfare of the state and its inhabitants
            and shall be liberally construed so as to effectuate its purposes. Insofar as the
            provisions of this chapter are inconsistent with the provisions of any law or ordinance,
            general, special, or local, the provision of this chapter shall be controlling.
