§ 42-60-7. Emergency powers of political subdivisions.
To protect life and property, the governing body of each political subdivision of
            the state is authorized, after the declaration of an energy crisis by the governor,
            to carry out within its jurisdiction those measures that may be ordered by the governor
            and any additional measures that the governing body may deem necessary, subject to
            the limitations and provisions of this chapter; provided, that no action shall be
            inconsistent with any order, rule, regulation, or action of the governor.
