§ 42-44.1-4. Administration of the program.
The department of environmental management shall:
(1) Develop the criteria by rule and regulation necessary for defining eligible projects
            and recipients;
         
(2) Prepare and adopt rules regulating loan generation, disbursement, payback period,
            and mortgage covenants; and
         
(3) Establish procedures consistent with the purposes of this chapter.
