§ 42-39-2. Member of commission.
The member of the New England interstate planning compact commission who represents
            this state thereon shall be the director of the department of economic development.
            The director of the department of economic development may designate an alternate
            who may act in his or her place and stead as contemplated by article IV of the compact;
            provided, however, that the alternate shall in no event cast a written vote pursuant
            to the thirty (30) day provision of article VII of the compact.
