§ 42-23-4. Secretary of commission.
The commission on interstate cooperation may elect one of its own members as secretary
            who, notwithstanding any other provisions in this chapter contained, shall receive
            such compensation as the commission shall determine and who shall hold office at the
            discretion of the commission. In case of a vacancy in the office of secretary, the
            vacancy shall be filled by the commission. The secretary shall keep minutes of all
            commission meetings.
