§ 42-20-4. Reorganizations to comply with federal law.
If not otherwise provided by law, the director or head of any department or agency
            may, with the approval of the governor, establish such administrative and organization
            units for the conduct of the affairs of the department as may be necessary or to conform
            with the requirements of federal legislation now in force or that may hereafter be
            enacted by the Congress of the United States.
