§ 42-20-12. Law violation prosecutions — Exemption from costs bond.
Complaints for the violation of the provisions of any general law or public law or
            any rule or regulation thereunder may be made by the head of any department or a person
            duly designated by the department head having proper jurisdiction thereof, and the
            department head or person duly designated by the department head shall be exempt from
            giving surety for costs in any such complaint.
