§ 42-20-1. Effect of omission of citations.
The omission in this title of a citation of any general law or public law now in force
            that make it mandatory upon or permissive for any department, division, or other agency
            of the state to perform certain functions that by this title are assigned or transferred
            and placed in the hands of any other department or agency, shall not suspend or annul
            the right of any department or agency created by this title to carry out those functions
            where the obvious intent was so to do.
