§ 42-2-7. Title to improvements.
The title to all buildings, tanks, light, sewer and water systems and other improvements
            and installations constructed at the expense of the United States on land owned or
            leased by the state shall vest in the United States, and those buildings and other
            improvements and installations shall not be disposed of except upon approval of the
            secretary of defense and under the conditions that the secretary of defense may prescribe.
