§ 42-16.1-1. Establishment of department — Director.
There is hereby established with the executive branch of state government a department
            of labor and training. The head of the department shall be the director of labor and
            training who shall be appointed by the governor, with the advice and consent of the
            senate, and shall serve at the pleasure of the governor and until the appointment
            and qualification of a successor. The director shall receive such salary as provided
            by law.
