§ 42-13-3. Relations with other governmental agencies.
The department of transportation is hereby authorized to cooperate with the appropriate
            agencies of the federal government, this state, or other states, and regional agencies
            in the planning, design, construction, operation, and maintenance of transportation
            facilities and programs. The department is authorized to apply for and accept funds
            from federal and regional agencies to carry out any of its functions, and to contract
            with the federal government and regional agencies concerning the use and disposition
            of those funds.
