§ 42-109-7. Additional programs to be established by the permanent legislative oversight commission
               on substance abuse prevention.
The department of behavioral healthcare, developmental disabilities and hospitals
            shall, in cooperation with and with the assistance of the permanent legislative oversight
            commission on substance abuse prevention, establish the following pilot programs:
            a young family substance abuse prevention program in the early start program of the
            department of children, youth and families and/or a young family substance abuse prevention
            program in the head start program of the department of human services.
