§ 4-4-18. City and town ordinances.
The city and town councils of the several cities and towns may pass any ordinances
            as they think proper, to prevent the spread of infectious or contagious diseases among
            cattle and other animals within their cities and towns, and may prescribe penalties
            for the violation of the ordinances, not exceeding twenty dollars ($20.00) for any
            one offense.
