§ 4-14-7. Feeding of impounded animals — Collection of fees.
The poundkeeper shall feed the impounded beasts at the charge of the owner, and he
            or she shall not deliver them to the owner until the owner pays the fees, together
            with the sum demanded for damages and all other legal costs and expenses.
