§ 39-29-2. Authority unaffected.
Nothing in this chapter shall be construed to modify or affect the jurisdiction or
            authority of the commission or the division over exchange-access rates or the rights
            or obligations of any carrier pursuant to 47 U.S.C. § 251 or 47 U.S.C. § 252. Nor shall this chapter be construed to modify or affect the authority of the commission
            to designate eligible telecommunications carriers pursuant to federal law.
