§ 39-26.9-4. Labor peace agreement. 
The owner or developer of a covered project or a third party acting on behalf of the
            owner or developer, as a condition of any agreement with a public entity, shall enter
            into a labor peace agreement with a labor organization actively representing employees
            providing necessary operations for the renewable energy system.
