§ 39-2-7. Civil liability for violations — Limitation of actions.

If any public utility shall do, or cause to be done, or permit to be done, any matter, act, or thing in chapters 1 — 5 of this title prohibited or declared to be unlawful, or shall omit to do any act, matter, or thing to be done by it, the public utility shall be liable to the person, firm, or corporation injured thereby, in a civil action to be brought within three (3) years from the time the cause of action accrues, and not after, for the amount of damage sustained in consequence of the violation; provided, that any recovery as provided in this section, shall in no manner affect the
