§ 31-47-11. Reinstatement of suspended license or registration.
Any order of suspension or impoundment issued under this chapter may be terminated
            at any time if the administrator of the division of motor vehicles determines upon
            a showing of proof of financial security that the operator or owner of the motor vehicle
            was in compliance with financial security requirements of this chapter at the time
            of the traffic offense or accident which resulted in the order against the person.
            That determination may be made without a hearing. This section does not apply unless
            the person shows good cause for the person's failure to present satisfactory proof
