§ 31-38-18. Conduct of hearings.
The director of the department of revenue shall hold and conduct hearings in accordance
            with § 31-38-17. These hearings shall be governed by rules to be adopted by the director of the department
            of revenue, and the director of the department of revenue shall not be bound by technical
            rules of evidence. The director of the department of revenue may subpoena witnesses
            and require the producing of documental evidence in order to make decisions affecting
            the interest of the motor vehicle inspection owner and/or operator.
