§ 31-3.1-38. Effective dates — Applicability.
This chapter shall apply to all model vehicles; provided, however, that all vehicles
            designated as model years prior to 2001 shall not be required to be issued a title
            certificate until ownership is transferred or the current owner creates a security
            interest in the vehicle; provided, further that, nothing herein shall prohibit the
            issuance of a title certificate to the current owner upon application and payment
            of a fee of fifty dollars ($50.00).
