§ 31-21-3. Removal of vehicle obstructing traffic on bridge or in tunnel.
Whenever any police officer finds a vehicle, whether attended or unattended, disabled
            upon any bridge or causeway or in any tunnel where the vehicle constitutes an obstruction
            to traffic, the officer is authorized to provide for the removal of the vehicle to
            the nearest garage, service station, or other place of safety.
