§ 31-21-2. Removal of vehicle parked on highway.
Whenever any police officer finds a vehicle standing upon a highway in violation of
            § 31-21-1, the officer is authorized to move the vehicle, or require the driver or other person
            in charge of the vehicle to move the vehicle, to a position off the paved or main
            traveled part of the highway.
