§ 31-18-10. Walking in street prohibited.
Where sidewalks are provided it shall be unlawful for any pedestrian to walk along
            and upon an adjacent roadway. Where sidewalks are provided it shall be lawful for
            a person to run or jog along and upon an adjacent roadway, and if the person shall
            begin to walk he or she shall walk upon an available sidewalk.
