§ 31-18-1. Applicability of regulations to pedestrians.
Pedestrians shall be subject to traffic control signals at intersections as provided
            in §§ 31-13-6 and 31-13-7, unless required by local ordinance to comply strictly with the signals, but at all
            other places pedestrians shall be accorded the privileges and shall be subject to
            the restrictions stated in this chapter.
