§ 31-12-11. Uniformity of application.
The provisions of chapters 12 — 27 of this title shall be applicable and uniform throughout
            this state and in all political subdivisions and municipalities in the state, and
            no local authority shall enact or enforce any ordinance, rule, or regulation in conflict
            with the provisions of chapters 12 — 27 of this title unless expressly authorized
            in them.
