§ 30-28-12. State flags provided to veterans' organizations.
The general assembly shall annually appropriate any sum that may be necessary out
            of any money in the treasury not otherwise appropriated for the purpose of providing,
            without charge, state flags to any state veterans' organization as enumerated in § 30-28-2. The state controller is hereby authorized and directed to draw his or her orders
            upon the general treasurer for the payment of the sum or so much of it as may be from
            time to time required, upon receipt by him or her of properly authenticated vouchers.
