§ 30-12-4. Entry into state by armed forces from outside.
No military force from another state, territory, district, or country shall be permitted
            to enter the state for the purpose of doing military duty therein, except as provided
            in § 30-12-3, without the permission of the governor, unless this force is part of the Department
            of Defense or is acting under the authority of the United States.
